Lately, when I try and get Pepper to go to sleep, she starts whimpering and whimpering and whining and she won't stop. I'll take her out, and she'll come back in and do the same thing. I'll pour her some more water, and the same thing. She's not even hungry, and she still does it. I am not going to go and sit in there with her and HOW CAN I MAKE THIS STOP. I feel like I'm taking care of a fuzzy five year old who's afraid of the vaccum cleaner sometimes, I swear.

She could be having nightmares, and not like her sleeping place. Try to relocate her somewhere else, and see what happens.

All puppies are babies. My little one will not stopping barking when we had strangers over until I cradled her, haha.

My dog did that pretty much his entire life, usually because he wanted to sleep on the bed with me. I would let him and half the time he'd try to take up the whole bed (despite being little more than a foot and a half long and maybe a foot high). If that's the case with Pepper and you don't like spoiled dogs, I also suggest moving her somewhere else instead of getting her into that habit. I personally didn't mind so much, I liked having Zizi in the bed, but then again, he was a small dog.
